Consent Agenda

All items under this section are recommended for approval for the "Consent Agenda ". These items are of a routine nature and require only brief deliberation by the Council. The City Staff has briefed the Council on these items. Approval of the consent agenda authorizes the City Manager to implement each item in accordance with staff recommendation.

Approve the minutes of the December 13, 2005 special session and the December 15, regular session.

  1. Ordinance C-593, establishing rates to be charged for water and wastewater service in the City of Burleson .

Award bid 2006-008 Janitorial supplies and paper products.

Award bid for half-ton extended cab pickup.

1g.

Reject all bids received for a knuckle boom truck and 3/4 ton pickup with utility body.

Annexation

3a.

Public hearing on the proposed voluntary annexation of approximately 82.811 acres located in the H.G. Catlett Survey, No. 14, Abstract No. 180, Johnson County, Texas.

Human Resources

4a.

Remove from the table and award the bid for an employee Compensation and Classification Study.

Engineering

5a.

Ordinance B-741, establishing a speed limit of 50 miles per hour on FM 1902 from FM 917 to the north City limit, and establishing a school zone speed limit of 35 miles per hour on FM 1902 for 0.105 miles on each side of the driveway to the Joshua ISD's Caddo Grove Elementary School. (First reading)

Technology

6a.

Award the bid for a wireless mesh network.

Economic Development

7a.

Assignment of Real Estate Sale Contract related to Hidden Creek Parkway, authorize the City Manager to execute the contract and authorization of reimbursement to Assignor .

Budget

8a.

Consideration of adjustment to FY 05-06 Operating Budget for Improvements to Annex Number 2.

Council Action

9a.

Appoint the City representatives to the Board of Directors for Tax Increment Finance Reinvestment Zone #2 and designate a Chairperson.

Staff Report

10a.

Presentation regarding current advertising with WBAP radio.

10b.

Report on fires within the city limits and surrounding area December 24, 2005 – January 1, 2006, and discussion on amending the Fire Code related to outdoor burning and fireworks within five thousand (5000) feet of the city limits.

Executive Session

13a.

Pursuant to Sec. 551.071 of the Texas Government Code, the city council reserves the right to convene in Executive Session(s), from time to time as deemed necessary during this meeting for any posted agenda item, to receive advice from its attorney as permitted by law. In addition the Council will convene in executive session to discuss the following:

 

(A) pending or contemplated litigation including but not limited to the following:

 

 

(1) Floyd Bartula, et al. V. City of Burleson , Texas

 

 

(2) AT&T Fiber Optic Cable Litigation, US District Court, Southern District of Indiana.

 

 

(3) Andrea Conzoneri-Kyle vs. City of Burleson , Texas .

 

 

(4) Nashville vs City of Burleson, Rovin Inc. and Paradigms for Success, Inc.

 

(B) a settlement offer;

 

(C) a matter in which the duty of the attorney to the governmental body under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with the chapter.

Pursuant to Sec. 551.072, deliberation regarding the purchase, exchange, lease or sale of real property for future expansion of certain programs and services.

Pursuant to Sec. 551.074, personnel matters related to the City Manager's contract.
