When do they test the early warning system sirens?
The early warning alarm system sirens are tested on the first Wednesday of each month at about noon. An announcement that this is a test is made over the PA system before the alarm is tested.

Solicitor's Permits-
Where do I get a solicitor's permit?
You can get a solicitor's permit by coming to the Burleson Police Department between 8:00 a.m. and 5:00 p.m. and picking up an application, or you may access it on-line now.(pdf format). Hand in the completed application with two passport-quality photos (at least 1/2" x 2") showing the head and shoulders of the applicant. The photos have to have been taken within 60 days before the application was turned in. It will take the Burleson Police Department several days to process the application. A representative will call you to come in and pick up the application when it is completed. See Solicitation Permit Information Letter and Solicitation Permit Regulations also.

Why do I need a solicitor's permit?
The City of Burleson requires that all persons involved in solicitation activities (except minors who are fund-raising for non-profit organizations) register with the City. The registration includes a criminal background check and the registration of information about the company that the solicitor represents. This contributes to the safety of our citizens.

How much do solicitor's permits cost?
The permit costs $75 and is valid for a year from the date of issue. If there are more than 5 agents listed on one permit, there will be an additional $10 fee for each additional agent. The City of Burleson also requires that solicitors present a surety bond. These are available through insurance agents and will cost roughly 10% of the amount of the bond. For a permit with 1 - 3 solicitors, the bond amount is $3,000. For 4 - 6 solicitors, the amount is $4,000, and a $5,000 bond is required for 7 or more solicitors.

Alarm Permits-
How do I obtain an alarm permit?

As of January 1, 2007, the City of Burleson has new permitting requirements for all residential and commercial alarm systems.  Burleson Ordinance B-762-06 requires annual permits of all residential or commercial alarm systems and establishes a fee structure for alarm permits.  Applications for permits must be turned in, along with the permit fee, to the permit desk at Burleson City Hall by January 31 of permitting year. Permits can be downloaded from the city website or picked up at the permit office at city hall.

The new ordinance does not change the police department’s response to alarms, unless a permit holder accumulates ten or more false alarms in a calendar year.

Why the changes regarding alarms?  For the past several years, 99 percent of all alarms to which the police department has responded have turned out to be false alarms.  The previous ordinance, which was adopted in 1983, allows each alarm permit holder five false alarms before any kind of fine is assessed.  That is a tremendous waste of valuable, and very limited, public safety staff time.  Time that would be better spent responding to legitimate alarms and other calls for service.

The previous ordinance also only required alarm system owners to permit their system one time.  Since it did not require annual permitting or any form of notification when an alarm system was disconnected, when the ownership changed, or when a homeowner moved, maintaining an accurate and current list of permitted alarm systems was virtually impossible.

Ordinance B-762-06 requires all alarm systems to be permitted on an annual (calendar year) basis.  Alarm permits will expire on December 31 of each year and must be renewed by completing an alarm permit application and returning it, along with the annual fee, to the permit desk at City Hall.  If the permit is not renewed by January 31 of the renewal year, a late fee of ten dollars ($10) will be assessed.

There will be no refund of a permit, permit renewal, or permit reinstatement fee.  An alarm permit may not be transferred to another person.  A change in ownership or control of the alarm system will require that a new permit application be filed with the City.  If an alarm system is removed from a home or business, the permit holder must cancel the permit by returning the permit to the City.

How much does an alarm permit cost?
Annual renewal fees are as follows:
Residential –$50
Commercial Site – $100

Government and educational facilities are exempted from the fees by ordinance. However, they must still register their alarm systems with the City and they are still subject to the false alarm fees below.

How much are false alarms?

# of False Alarms Fee
1-3  $0
4-5 $50
6-7 $75
8-9 $100
10 $100 and permit (police response) revoked

Anyone in violation of the provisions or ordinance B-762-06 may be fined between $200 and $500 for each violation.  Each day that a violation is permitted to exist constitutes a separate offense.
