Put a lid on curbside recycling bin.

The City of Burleson’s public works employees can do a lot of things, but they can’t rope the wind, and the winds have not been cooperative lately.  Wind and curbside recycling materials have resulted in litter on the neighborhood streets of Burleson. 

Before you set out your bright green recycling bin at the curb, check the weather forecast.  If the day is a wind advisory day, red flag day or the wind will exceed 20 miles per hour, consider taking that bin back inside until your next collection day.  You can also take your recyclables to the City’s Recycling Drop-off Center at 124 S.W. Haskew St. This center is open on Tuesdays and Fridays, 2 p.m.-6 p.m. and Saturdays, 8 a.m.-noon.

Consider a lid for your recycling bin.  These lids are now available, upon request, from the public works department at no charge.  You may pick up a lid at the Municipal Service Center located at 1675 John Jones (FM 731 South).  The service center is open Monday through Friday, 8 a.m.-5 p.m. 

If your recyclables exceed the capacity of one bin and a lid won’t work, you can purchase an additional bin for $10, with a lid provided at no cost, and split your volume into two or more bins with lids to help contain the materials.  This option should help keep the materials inside the bins, however, during high wind events, the bins may still be blown down the street.  If you mark your bin with your address, using indelible ink, your neighbors can return the bin if it ends up in their yard.  If a public works employee finds the bin on the street, they will return it to your front porch.

Recycling has started, now what?

On Jan. 7, 2008, the City of Burleson, in partnership with Community Waste Disposal (CWD), kicked off the community-wide recycling program.  On that first day, 18,820 pounds of recyclables were collected on the route that includes 2,800 homes.

The recycling is collected once per week.  The following zones are used for collection:

  • Zone 1 – Monday Recycling along with Monday and Thursday trash collection.  Specials and brush collection will be the first full week of each month.
  • Zone 2 – Tuesday Recycling along with Tuesday and Friday trash collection. Specials and brush collection will be the second week of each month.
  • Zone 3 – Thursday Recycling along with Monday and Thursday trash              collection.  Specials and brush collection will be the third  week of each month.
  • Zone 4 – Friday Recycling along with Tuesday and Friday trash collection. Specials and brush collection will be the fourth week of each month.

In the initial phases of the program, some information in the brochure and web page was incorrect.  The requirement to use brown paper bags for all paper products was implied as being mandatory.  It is in fact a suggested practice since the brown grocery bags are also recyclable. However, the paper products can be placed in the bin in other ways to keep them from blowing out of the bin.

A brochure and refrigerator magnet are available for anyone who did not receive one when the bins were delivered.  The brochure and refrigerator magnet outline the recycling program and which items can be recycled.  The magnet and brochure can be picked up at the reception desks at Burleson City Hall at 141 W. Renfro St. or the public works department located in the City Service Center at 1675 John Jones Dr. (FM 731 South).

Burleson is one step closer to curbside recycling.curbside recycling bin

Beginning today, Dec. 17, the bright green 18-gallon recycling bins from the private contractor CWD (Community Waste Disposal), the refrigerator magnets produced by the City of Burleson’s public works department, and brochures explaining the new curbside recycling program will be delivered to residents.

Each residence will get one bin. An extra bin can be purchased for $10. The cost is the same for replacement bins.

Maps of the new trash collection and curbside recycling zones will be included with the trash bills in the next two billing cycles.

If a resident’s collection day is changing due to changes in the zones, that resident will be notified, via letter. Those letters are expected to be in the mail this week.

The first collection of curbside recyclables will be Monday, Jan. 7. Curbside recyclables will be picked up between 7 a.m. and 6 p.m. on Monday, Tuesday, Thursday, and Friday.   Regular garbage should also be set out by 7 a.m. on designated trash collection days, starting Jan. 7.

The monthly collection rate will increase from $15.83 a month to $17.84 a month to accommodate the curbside recycling.

Recycling MagnetThe slogan of CWD’s curbside recycling program is the “Wash It ‘N’ Toss It recycling service.” In that vein, residents are asked to rinse program-approved cans, glass, and plastic bottles then toss them all in the recycling bin. Recyclables do not have to be separated. Put your recycling bin out before 7 a.m. on your designated recycling day and CWD will empty the bin and return the bin to your curb.

The only things that CWD will not collect include plastic bags that are marked #2 HDPE and #4 HDPE as well as Styrofoam cups, to-go containers, lids, caps and sprayers, aluminum foil and pie plates, wet or yellowed newsprint, books, cookware, ceramics, utensils, cups, dishes and glasses, light bulbs and window glass, toys, and batteries.

CWD will take numbered plastic containers (#1-5, #7); unbroken glass bottles and jars of all colors; aluminum cans; rinsed-out tin food cans; dry, un-yellowed newsprint (including slicks and ads); phone books; magazines/catalogs/junk mail; chipboard (thin cardboard such as cereal boxes); uncoated cardboard; and empty aerosol cans. Cardboard and cardboard boxes must be broken down (flattened) and stacked under the recycling bin.

Bottles and cans must be rinsed. With the exception of empty oil and antifreeze bottles, do not recycle caps and sprayers. CWD will not accept flattened plastic bottles that once contained hazardous waste.

Tin cans, especially those containing soup or pet foods, must not only be rinsed, but place the lid inside the can and squeeze the open end shut before tossing it in the recycling bin.

Dry newspapers, phone books, catalogues, magazines, writing paper, mail and cardboard must be placed in brown paper grocery sacks and placed on top of the recycling bin. If it is raining the day you are scheduled to recycle, save the paper products for the next dry collection day.

The city will be divided into four zones for recycling, bulky items (special pickups) and brush collections. Switching to zones changes the number of special collections per residence from once a week to once a month. 

Residents in Zone 1 will have special pickups during the first full week of each month.  In Zone 2, the collection will be the second week; Zone 3 special collections will be the third week; and Zone 4 residents will have special collection pickups the fourth week.

Residents in Zone 1 will have trash collection on Monday/Thursday and recyclable collection on Monday. For Zone 2 residents, garbage collection is Tuesday/Friday with recyclable collection on Tuesday. Zone 3 residents put their trash out on Monday/Thursday and their recyclables on Thursday. And, Zone 4 residents will have their trash picked up on Tuesday/Friday and recyclables collected on Friday.

It’s coming to a curb near you in January.

Thursday night, Burleson City Council members made quick work of two ordinances and one contract to bring curbside recycling to all city residents.

The two ordinances passed on the first reading on Nov. 8. Council will host the second readings on Dec. 13. The contract earned final approval Thursday.

In a citywide survey conducted during the summer, 32 percent of the respondents said they wanted curbside recycling.

Bright green 18-gallon recycling bins from the private contractor, Community Waste Disposal (CWD), will be delivered to residences before the end of the year. Each residence will get one bin. An extra bin can be purchased for $10. The cost is the same for replacement bins.

If everything stays on schedule, the first collection of curbside recyclables will be Monday, Jan. 7.

For those who receive City trash collection services, the monthly collection rate will increase from $15.83 a month to $17.84 a month to accommodate the curbside recycling.

Curbside recyclables will be picked up between 7 a.m. and 6 p.m. on Monday, Tuesday, Thursday, and Friday.

To increase efficiency and the overall beautification of the city, the council also approved staff recommendations to adopt zoned collections for recycling and bulky items (specials) and brush collections.

The city will be divided into four zones, which changes the number of special collections per residence from once a week to once a month. 

Residents in Zone 1 will have special pickups during the first full week of each month.  In Zone 2, the collection will be the second full week; Zone 3 special collections will be the third week; and Zone 4 residents will have special collection pickups the fourth week.

The same four zones will determine what day your recyclables are collected.  The four zones will be coordinated with regular garbage collection. The collection of recyclables will be on one of the regular garbage collection days. 

The current plan is for Zone 1 residents to have trash collection on Monday/Thursday and recyclable collection on Monday. For Zone 2 residents, garbage collection is Tuesday/Friday with recyclable collection on Tuesday. Zone 3 residents put their trash out on Monday/Thursday and their recyclables on Thursday. And, Zone 4 residents will have their trash picked up on Tuesday/Friday and recyclables collected on Friday.

Some residents will have their garbage collection days changed by one day.  Those that will change will be from Monday/Thursday to Tuesday/Friday or vice versa.  This will allow all residents to have only two days to set something out rather than three.

Residents will be notified prior to the start-up date if your collections days change.

Burleson gets tough on trash regulations

The City of Burleson is getting tougher on trash regulations.

At the Nov. 8 city council meeting, council members approved an ordinance regarding garbage and curbside recycling services. Thursday’s action was the first reading. The second reading will be Dec. 13.

There are new definitions for bundling and rental properties; limitations to the amount of trash that can be placed at the curb at one time; definition of a garbage bag; and information about recycling services and recyclable items.

Bundling entails tying, taping, strapping, or wrapping bundles no larger than four feet in length.

Bags must be disposable garbage bags, not shopping bags. The garbage bag has to be tightly sealed to prevent contents from spilling or leaking. Garbage bags will not be removed from cans, cages, or other holders.

Solid waste workers will not pick up bags that weigh more than 35 pounds.

Don’t put out garbage bags before 7 p.m.  Bags can not be at the curb more than 12 hours before the start of the trash collection.

Don’t put more than 10 disposable bags of garbage at the curb in one day. If accumulations of garbage exceed the 10 bag limit, and multiple set-outs will be required to complete disposal, the person who occupies the home will be responsible for all costs associated with bringing in a temporary roll-off container service.

If garbage bags are not able to withstand the weather or damage by animals, the City solid waste workers will not be responsible for collection of damaged bags.

A provision was also added to the ordinance regarding rental property. If a person moves out or is evicted, the landlord becomes responsible for proper disposal of all trash from the residence. If the owner of the residential rental property fails to properly dispose of all trash, the trash becomes a nuisance and the property owner could be cited. If the owner fails to dispose of all trash within the required time limit, the City will remove, or have removed, the accumulated trash and place a lien on the property to cover the City’s costs.
