Winter Quarter Averaging

The City of Burleson uses Winter Quarter Averaging (WQA) to determine the volume charged on residential wastewater bills for the 12-month period beginning in April of each year. The amount of water utilized through the water meter for residential users in the winter months (generally November 30 through March 22) is totaled and divided by the number of days during that period to obtain a daily average. This daily average is used to get a monthly average volume.

These months are used because water usage is usually at its lowest due to minimal landscape watering. The actual three-month period used is based on billing cycles. Generally, these are the residential bills with service dates beginning as early as November 30 and ending as late as March 22. NOTE: At a minimum two months billing is required for WQA, otherwise the citywide average will be utilized for the WQA for that account.
