What is Tallgrass?

Tallgrass is premier, multi-generational master-planned community, Spanning more than 621 acres at the interchange of the Chisholm Trail Parkway at FM 1902, this visionary development represents more than $1 billion in investment and will deliver approximately 4,000 new residential units and 1 million square feet of commercial development in a dynamic, multi-generational, mixed-use community.

In addition to residential housing, the project will feature a future elementary school, more than 1 million square feet of employment, retail and commercial space, and a signature town center. Tallgrass is at the heart of two significant planned transportation improvements: 1) the four-lane expansion of the Chisholm Trail Parkway and 2) plans to expand FM 1902 to a four-lane divided roadway. This key interchange sets the stage for substantial residential development, significant regional and local commercial and employment opportunities — all integrated with trails, parks, schools and restored tallgrass prairie landscape — truly becoming the future western gateway to Burleson, Texas.

What is a master-planned community?

A master-planned community is a large-scale residential neighborhood with a large number of recreational and commercial amenities, such as golf courses, tennis courts, lakes, parks, playgrounds, swimming pools, and even stores and restaurants. Some master-planned communities may have schools, office parks, large shopping centers and other businesses.

Residents move there to experience a self-contained environment.

A master-planned community differs from a subdivision based on the number of amenities it offers. It may contain one large residential area, or it may be broken down into multiple subdivisions and neighborhoods.

Sometimes, the community’s developer will allow separate builders to create these smaller subdivisions so that each one is unique and offers residents something different from the others. This may include housing styles, home sizes, prices and lot sizes.

Development Agreement Key Points

  • The city will accept the Developer's petition consenting to creation of the Municipal Maintenance District (MMD). A municipal maintenance district is a special area set up to pay for and manage the upkeep of public spaces and infrastructure in a specific neighborhood or region. It’s usually funded by property taxes or extra fees from property owners in that area. These districts help provide services and improvements beyond what the city or county normally offers, such as maintaining streets, landscaping, public safety, and amenities like parks and public spaces.
  • City will accept Developer's request to extend City's Extraterritorial Jurisdiction (ETJ) to incorporate full project site.
  • City may enter into a Strategic Partnership Agreement (SPA), which will allow for future limited purpose and full purpose annexation(s). 
  • City will undertake effort to amend its interlocal agreement (ILA) with Johnson County to allow for exclusive subdivision plat authority. 
  • Project will receive water from Johnson County Special Utility District (JCSUD). 
  • Developer would like the property included within city's sewer certificate of convenience and necessity (CCN) and extension wastewater services to the development site. 
  • City will review and approve wastewater plans.
  • Drainage improvements shall be designed to comply with city regulations.
  • Public roads will be owned and maintained by the MMD. 
  • City may work with the developer to provide some city services for a fee. 

Tallgrass Development Information

  • This development does not impact city of Burleson homeowners property taxes. 
  • As of October 2025 there are no proposed tenants for the future commercial space in Tallgrass.
  • Phase 1 of Tallgrass is scheduled to begin construction in 2026. 
  • The future school will be located in Joshua ISD, no timeline on the construction.
  • The development will be located in a MMD and will be outside the city limits with a Strategic Partnership Agreement outlining future annexation dates.

The development agreement was approved by city council on October 6, 2025.
